Financial resources for public sector organizations including public elementary and secondary schools primarily come from the national budget - specifically indicated in the General Appropriations ACT (GAA). Other Sources includes, Special Education Fund (SEF), external grants and donations, Public Private Partnerships, and other revenue sources.
Fiscally Autonomous Secondary School (FAS) receive its funding requirements directly from the Department of Budget Management, while Non-Fiscally Autonomous Schools(Non-FAS) (both elementary and secondary receive their funding requirements through monthly downloading of cash advances from the division offices.
Fiscally Autonomous Secondary School (FAS) are schools which have a complete set of finance staff (bookkeeper and disbursing officer), maintains a complete set of books and manages its own financial transactions, while non-fass includes elementary and secondary school is dependent of their financial transactions from the division office.
Division Office - Finance Unit determines the Non-FAS funding requirements through the Work and Financial Plan submitted by the Schools before the beginning of each budget year. (Usually upon the release of NEP)
Cash Advances is downloaded monthly through a Commercial Checking Account maintained in the name of the schools and managed by the school heads.

Under existing regulations, cash advances must, as a rule, be liquidated within the prescribed periods depending upon the nature and purpose of the cash advance. (60 days for the monthly mooe)
